The Coogan Act: Named after Jackie Coogan, best known for playing Uncle Fester in TV's "The Addams Family." He began acting in silent films when a child, eventually playing 'the kid' in Charlie Chaplain's 1921 film, "The Kid," which catapulted him to star status. As a young adult, he discovered his mother and stepfather had spent/squandered all of his money. He sued them. He never received a dime in recompense. It’s crazy to me I’m born & raised in California- LA & did child acting all the time like everyone did it as kids teens or adults it was just the common Job to have & i did it when I was in my teens also & would get like $500 for just being a featured extra saying a few lines on a Disney show or Nickelodeon show but it’s crazy cuz when I talk to people from different states especially like small towns they are shocked & think anyone who did acting must be super famous like no it was legit our full time & part time jobs through jr high & high school & I loved that time in my life it was so much fun but also taught me how to be professional because u go in set & u need to be responsible be respectful don’t make noise you are working ur getting paid it’s a job but if ur like a bratty kid that’s not listening to anyone on set ur just gonna get kicked off & never get a job like that again 🤷🏽♀️ a lot of people say “acting isn’t a real job” but those jobs taught me a lot & it taught me alot as a kid like when ur working u need to be professional, respectful, listen to ur boss don’t be loud don’t have a bad attitude. etc.. which helped me get over my fear of working an everyday job when I went into a “normal job” I felt more confident & comfortable on how to act in the workplace.

My father was a Marine serving in Korea during the war. He sent his checks home for his mother to bank for him so he'd have $ if he made it home alive. She spent ALL of it on herself for luxuries even though his father made good $. She also made my dad pay FULL adult room & board from age 12 on up. - something his father had NO IDEA was happening. Can you imagine school & full time work from the age of 12 on up??? Then after being blown up the 3rd time he was sent back as disabled having his left arm almost ripped off at the elbow, shrapnel in his left ankle, bullets left in his right leg and back, etc & then his mother's pastor told my dad to get off of his mother's apron strings & be a man because she was whining about how hard her life was.. . My dad was the nicest, hardest working man I ever knew. He put himself through 4 years of college in 3 years and spent his life looking after my mom, my brother & myself. He just went Home to be with the Lord at age 91 just a few weeks after my mom passed last year. It is hard to fathom parents who screw their kids over for $$$.

If I was working at that age, I'd give it to my parents no problem. Heck, in my first job, I didnt even see my paycheck, I gave it all to my parents. I owe pretty much everything to them. If theyre abusive sure but if your parents love you, I dont see why giving them money is a problem.

The child should receive 99% of all earnings in acting or any job. I agree there should be some sort of locked account so the parent doesn’t guilt the child into giving them the money anyway. I’d say minimum 30% goes to Coogan, the percentage goes up the more money the child makes maxing out at 50%. Leave the child a portion needed for agent fees and transportation. Then give the rest of the money to the child so they can determine if they want to contribute to the household with it or spend it on themselves.

That might be 99%. Most actors, not just adult but child ones too, don't get paid enough to live on.

the issue with getting 99% is that set laws require a parent to be on set. So your either restricting acting as a child to those who can afford to have one parent not working, or parents have to be able to make a salary themselves for being present.
