A bit over 30 years ago, when I was working on US carrier designs in support of NAVSEA, we were carefully watching as the USSR laid down the hull for their first nuclear powered supercarrier design. But it was being built in Ukraine, where much of the Soviet shipbuilding expertise was located. It never got more than about half built before they gave up and started to dismantle it. I have no idea why they gave up, but their history of carrier design and construction is dismal at best. And despite their completion of earlier designs like the Kiev, (there's some irony) they have never really been successful in deploying and operating a carrier air group.

The funny thing is, the only dockyards large enough to build and maintain carriers in the ussr, were all located in ukraine, and just up until recent times, russia didnt have a large enough dockyard to maintain its current carrier. Aside from upgrading current dockyards to accommodate the building of ship of that size, one of the main issues mentioned in the video on the Kuznetsov is the lack of on shore electrical facility's that can take the pressure off the ships machinery by providing the power needed for basic operations while at dock. Also the Russian government would have to build more, much bigger dry docks for the ship to be repaired in.

If I were Russia... Better to start on this infrastructure and get this experience now. That is the benefit of investing in projects like this. Sure it costs a fortune but it produces jobs and makes you one step closer to actually start becoming the power house. Russia really needs to invest in its self instead of corruption and get rich schemes. Personally I think super carriers are a bad idea. Why put all your eggs in one basket. I think two smaller nuclear carriers would be the better option. Sure you miss out on certain benefits like the square inverse law but that works for 3d space and not carriers where 2d space is what matters the most.

It requires far more than just the infrastructure. I hope they try building it. It will be hugely expensive for them. Then they have a carrier but don't have the surface fleet needed to protect the carrier. Then you need atleast 2 so one can be kept operational while the other is in maintenance and training. Then they are pretty screwed when it comes to ports to base out of. If it was every actually needed, would it survive long enough to be useful.

This is honestly part of the reason for Russia's invasion of Ukraine. One of the terms Russia would have "negotiated" with Ukraine's new regime would have been leasing Odessa's docks to Russia for 99 years. Odessa had the USSR largest drydocks, and Russia really wants them back.

Dockyards large enough would be the challenge, power would not. Russia's been building naval nuclear reactors, floating nuclear power barges and reactors in general for decades. So shore, or dockyard power in general could be provided just by building a plant.

Even if you folded the wings like a book and like 6 or 7 places, it's way too long to fit on the elevators. You'd have to somehow origami it lengthwise to be able to do any maintenance.
