I had the honour of actually dispatching that actual aircraft at London Heathrow when Alitalia handle them it came in once and was lucky to do the weight and balance of her beautiful aircraft

These are static wicks. As the aircraft moves through the air, it generates static electricity which builds up in the airframe. These static wicks discharge the aircraft, since a large static charge can interfere with radios and other systems, and is a general nuisance.
