I just can't understand who would choose an illegal way of killing instead of the legal one in Morrowind unless they were impersonating the Tong. Also I find it funny that it was probably Mephala's way of making the other assasin guilds less complacent

The Morag Tong is limited to Morrowind. If you need to kill someone outside of Morrowind you have to break the law or go to war. Also it's not purely practical for the Dark Brotherhood the killings are a Faith-Based Belief System adhering to Sithis will.
