Unfortunately smoking is actually quite common even in isolated communities. Mongols and other tribes in the region also have a tradition of smelling snuff tobacco, a tradition developed from the Qing dynasty.

These Native Mongolians live a very difficult life, with just enough resources to keep them and their Reindeer Herds alive. I was really surprised to see all the Family Smoking from very young to very old. The struggles for survival, no Health Care as we know it plus the Smoking of cigarettes will cut their difficult life even shorter.

If they are Nomadic and move their Caribou Herds from one area to another they still would identify with some Nationality. One of the scenes when they were on the Long Hunting Trip going over that Pass they mentioned the Russian Border.
