Well Shaggy was Norbert Shaggy Rodgers and since Scraggs is a more nervous, less stoner version of Shaggy so it would make sense that Scraggs would be a nickname.

They also referenced it in the Musical known as the Solve it Squad as in the musical that was split into smaller videos where the gang as kids broke up due to Cluebert being killed only to be reunited years later. I think the last name of Scraggs was in the second video of the Solve it Squad the musical.
