I think it would have been a little too repetitive. We’ve already seen the violent power struggle between Johnny sack and little carmine. I don’t think it would have been necessary to see another power struggle.

The situation was pretty clear though. The most powerful captains in the family didn't like Doc's leadership, but Phil didn't want the spot. When Doc orders Gerry murdered Phil changes his mind and the captains support it. From there all Phil had to do was make the order and it was done with no fallout because the captains like Phil better.

Man he was a sneaky Playa. Advised Phil to wack Tony. Then makes peace with Tony to wack Phil. Then I think he was behind wacking Tony. He also helped wack doc . Think about it. In the end his little ass was the boss in New York and had all of jersey kick up to himself.

Watch the peace meeting between Butch and Tony . 2 or 3 times Butchie looked over to little Carmine for approval. Little Carmine ordered the hit on Tony in the end to appease his captains and for the family to save face. Tony had killed the family boss in front of his wife and grandchildren. The jeep ran over his face for fuck sake. Little Carmine killed Tony and united the family as he was the only Lupertasi in the Lupertasi crime family. Butchie was his underboss

I believe that little Carmine fooled everyone into thinking he was stupid but played it all out the way he wanted and in the end after Phil's deaths had Tony whacked in the last episode so he could take over the whole lot

I think little Carmine was genuine in wanting less authority. Playing dumb is a way to not get a target on his back, or to have supporters bolster him and obligate him into a position of power, like what happened with the other boy king Tony. I think its Patsy who wins in the end, he takes control of Jersey
