Rusty was not much of a character. David Chase, and Stevie Van Zandt, were huge fans and Chase used several Four Season’s songs in the soundtrack and even the title of one episode (Big Girls Don’t Cry, S2-E5), so Chase paid homage to Frankie Valli and wrote him a ‘little’ character. As Phil Leotardo called him: “The Mayor of Munchkin Land!”

On Talking Sopranos, Frankie said David Chase initially considered Frankie for the role of Beansie but thought better of it. Chase was right. Paul Herman was great as Beansie and I wouldn't have wanted to see Frankie swearing and getting run over, getting threatened, ending up in a wheelchair, looking week and getting bested by Richie and so on. Rusty was a much more dignified role for Frankie.
