We have the same here in the United States of America called United States which is in District of Washington D.C., The federal overlay, so State of ... is the same thing, an overlay on top of the land, the actual State, i.e. State of New York (federal) is the overlay on top of the actual land called New York State (republic). Nothing new under the sun.

Yes and no. The Sovereign Military Order of Malta is a recognized nation with NO land. So visiting their "leased" areas (Consulates) is the only way to say you've "been" there.
