Every detainee that is in one of those types of facilities has chosen to take the gamble as to whether or not they would end up in a facility like that. What are you expecting these facilities to be like? I would expect them to be somewhere between an overflowing emergency shelter after a hurricane, with the restrictive feel of a medical quarantine facility, and at minimum like a jail that is as busy as a jail would be during a heavy Mardi Gras or spring break weekend.
