Impressive. Yours is the first boatyard I've found any vlogs really going into the welding and other processes involved. The importance of proper weld penetration cannot be overstated. I'm fed up of seeing welds so shallow that they might as well have just brazed them for the strength they have in them.

Shot blasting is the best way for paint prep and it also peens the metal surfaces. Your are correct any metal straight from the mill is not a good surface for painting. I bet newly constructed and painted boats will rust faster the first time, but once the boat is either shot blasted or sand blasted before the second repaint then that second coat will last longer than the first coating.

This is old school thinking , and not really true any more in a lot of cases ,,, but its old school and it works so no faults there ,, I like old and overbuilt and these guys tick those boxes.

No disrespect but, given the fact your operator is holding the flame cutter like a scrap merchant using a gas axe it's not surprising you get such rough workmanship with that tool. I've been out of the trade many years now, but despite the technology of plasma I could easily freehand cut smoother than any plasma I've seen done freehand!
