Javier Kajika was born in Belen, New Mexico
He was an Operative of the Joint Special Operations Command, where he was a Black Ops hitman for the US government.
Kajika was eventually recruited by Strategic Homeland Division for his vast experience, tactical skills, and his resilience when under pressure.

Not killing civilians in the middle of the street in broad day light randomly is still better then just randomly killing civilians for fun and enjoyment in my opinion. Emeline was the only batshit crazy Outcast and unfortunately she was their leader. After one of the Outcasts found out that the in a document where the JTF punished Ridgeway (the one man the was entirely possible for the existence of the Outcasts and even the strength of the Hyenas in the first place) for them, she ordered the Outcast to burn that document. Also, what would happen if the Outcasts and Cleaners interact? Cause what I liked about the Outcasts is that they are the literally the embodiment of what the Cleaners exactly feared.

A audio log in DC (part of the game since released) shows a Agent just leaving to be with his family after he believed DC was lost and even gave away his SHD watch and Gear to his companion telling them that he should give it to someone who he believes will continue the fight.

According to Keener, the shd seems to assign their agents in cells. His was consisted of four people; two of which he killed and one who joined him. So it is possible Kajika could’ve done the same. Or maybe they died. He did say if THEY left they would be marked rogues not if HE leaves.

The first time I killed Kajika, it felt like it was out of a movie. Kept destroying his gadgets with my sniper turret and managed to destroy his armor entirely. Mine was gone too, and that was when he managed to get me in a shock trap. I was stuck in it so long that he flanked from cover to cover with his sword, and got behind me. Right when he was about to slash me once from behind, I was freed, and was able to flip around and empty a whole magazine into him until he dropped some loot.

At the end of it all, came down to poor to lack of communication between the JTF and CERA and the SHD, JTF and CERA pulled out because of the situation becoming out of hand and the agent's request were denied all because of JTF's lack of devotion to the cause.

I made my main agent a sibling of Kajika, Olivia Kajika: Former JSOC and prefers the quiet approach to things, She won't hesitate to defend herself loudly though. She was First Wave alongside her brother but instead of turning rogue she weathered the storm and gave the JTF the benefit of the doubt. She recognizes that her brother most likely cannot be saved and took a lot of time after the fact to get over killing him. To help her own sanity she regularly donates materials to civilian settlements.

The SHD and JTF are a failure. A plan that initially had good intentions, yet was miserably failed by those who are too much of cowards to face them properly. They abandoned god-knows how many agents and innocents in the DZ. It's horrible. Who knows. Remember? Division agents come from a wide range of backgrounds and occupations, although most Division agents are recruited from law enforcement, rescue services, and military backgrounds. Despite this, there are still agents out there that were probably just normal people before the Dollar Flu. Conley, for instance, could have been just working on construction or at a diner, and Kajika could have been selling used cars like you say, or he could have been a former ambulance driver. Pretty much anything goes.

What I don't understand is apparently there are/were multiple Darkzone's on Manhattan, The one WoNY takes place in was a southern one, you have midtown, and then the expanded DZ North which was connected to it. Even so there was indication that there may be one on the North Side of Central park or even in the Bronx since uptown was referrenced in line with being Hell itself compared to the situation in Midtown at the time. So were there numerous cells of First Wavers to maintain all these DZ's or were they just put in midtown where it started and the other DZ's formed later?

The original story was very vague on the information, it basically implied that all first wave were sent the the single DZ in the middle of Manhattan. But from WoNY we can see that this was the case. As number of Agents were sent to do other things. For example Dragov was sent to help on Rikers Island.

Portions of the city were judged to be unsalvageable due to uncontrollable virus development in the population and the explosive growth of violent criminal activity and were walled off, so first wave SHD agents were given the choice to abandon their mission and anyone they were helping or defy orders and become disavowed.

So a Division agent that went rogue, has black ops training, a plan of revenge against JTF and Division for abandoning him and others with their cause when the shit hit the fan....yeah that sounds like a recipe for one hell of a mess. Considering he pops out of nowhere slaughters his targets (like patrols) and just vanish with the wind he alone could cause a lot of chaos in the ranks of his enemies. Its funny that those evaluations didn't about "so if these guys go rogue and turn on us how dangerous could they be?" Also NGN if you ever get around to having only to find 2 for Keener, 1 for Dragov, and 3 for Vivian Conley don't bother as everyone can't seem to find where they could. Even the map I use to help me find certain stuff in the game doesn't have any information so I'm guessing its a way and see what the developers are doing with them sort of deal.

HUh, Kajika says having emotional attachments clouds your judgement and what happens? He forms an emotional attachment to killing the JTF. SOunds to me like all the first wave were put through despite these psych problems owing the skill. The second wave seem to be more mentally sound.

I really like this game in all of its renditions, but honestly I freaking love the storyline above all else and that would not have happened without NGN's hard work and beautiful presentation! NGN poses the question of whether SHD are representing the " good " side of the equation and I would like to draw a parallel with any conflict that has devolved into civil war. After that transition, there are no more good or bad people based upon original objectives of any individual entity, merely retribution visited upon retribution in a struggle for some portion of the power base. In my opinion, this is what the situation has become in NYC and D.C. There is actually an interesting precedent with South Vietnamese forces, as relates to SHD, when the U.S. abandoned Saigon in 1975. Cheers!

The more I get to know the rogues the more I agree about their reasons to go rogue. Die or go rogue? Hell I’d rather live to fight another day than die. So I would’ve chosen to go rogue too if the government left me to die. Question about going rogue? I've seen comments saying not everyone went crazy and go on a killing spree and instead go home. Are these guys who have gone rogue considered by this worlds laws, deserters and or traitors and thus must be sentenced to prison? If so, who pays for the incompetence of mishandling highly trained soldiers and placing them in compromising positions where you in a sense have to choose death or being seen as a traitor/coward. Oddly enough our created character for whatever reason is never in that position of having to make a difficult choice.

I suspect it is the Shadow Organization's influence. Their plan was always to have the Black Tusk look like Heroes and Saviors while the Division look like a Rogue Agency that needed to be put down. Things did not turn out that way in the end though since some Agents remained loyal to the Division and actually made progress with saving the city where the shadow organization's original plan was to let the Division naturally fail and go completely Rogue so the Black Tusk can come in and save the day thus everyone will gladly embrace their new "Dynasty" under the rule of the Black Tusk's Client.

It's hard to pick a favorite out of the warlords but Kajika looks the most badass, and I really liked his plan and how fitting it was for both him and the faction he kind of belongs to. He's an assassin so you know he's going to do something sneaky and subversive. However, he's also leading a group of cleaners so this plan culminates in a giant "Fuck you" drill to old school sap the Haven settlement :P He also seemed the least willing to want to go rogue, and at least was more concerned about getting "justice", then seeking power or chaos.

Honestly, I found myself liking Keener's 4 lieutenants more than him and it's a shame Keener wanted to play puppet master instead of actually trying to lead them. I'm always amazed at the inginuity of the Villains in these games when it comes to surviving and it quite honestly makes the good guys look pathetic.

I think we are playing the villain. The government is not the good guys in this and Keener got it right in the Division one. Slowly, one by one these agents in the First Wave figured it out, well at least the smart ones did and jumped off this sinking ship as fast as possible. As far as the direction Keener is heading, who knows what is going on inside his head? Did something break between the events of NYC and DC?

The corrupted government already collapsed what is remaining is the small portion of it, basically all agents are now following the command of the JTF since they are the only remaining government branch that is still functioning and obviously as a player we all know that JTF only wants to bring the community back to normal. Most of the stories that are being featured are all part of the fuck up past as player you should now that it is you who will bring the community back to safety basically we go back into square 1 start again make the people who refused to go fuck everything to safety. The stories of the wave 1 and during the outbreak would really make you go rogue

I disagree. They *can* be different. Everyone has their own flavor to bring, and its completely subjective as to what people would find "better". Yip, I approached HD when I was little smaller than him, but my New Zealand timezones are difficult to work with. He's literally on the other side of the world from me.
