Crackers are actually extremely common in traditional Texas bbq. Most often you see people eat smoked sausage on crackers, sometimes with sharp cheddar/jalapeno, sometimes with a dash of hot sauce. That said, the crackers are probably for the chili in this scenario

I think that whoever was creating the menu definitely was feeling “some type of way and I I think I have to agree that maybe the place is “a front”.
