I bake with chai tea bags sometimes, and usually just pop the entire contents of the tea bag(s) into a spice grinder and blend it into a fine powder before adding it into the flour mixture. That really helps it combine nice and evenly, and prevents biting down on any bigger unpleasant chunky bits that can be texturally displeasing. Very interesting recipe though! :)
