I always felt kind of bad for Norman. Granted he was an absent father, but his absence allowed Harry to live a comfortable life. Did he deserve to become a super villain? Probably not. But he was his rushing an unstable formula through multiple testing phases and that did him in. Can you imagine if it had the effect he intended and we got a level headed super Norman? Just casually grabs his partner and exclaims "It worked!" and then carefully makes his way out. Then seeing the Bugle brand Spider-man a criminal he uses his military weaponry to try and fight Spider-man
