Doesn't the employer need to fill out an i-129 form?

If the TN application is filed with USCIS, then the US employer would file the I-129 form. If instead the application is filed with either a consulate or at a port of entry, the employee applicant would file the application by submitting a DS-160 (if at a consulate) or by submitting the application materials in person at the port of entry.
