They have to do tests on the bridge. That's why CalTrans was there. To make sure it is operating correctly. They normally do this in the early spring because that is when the cruises start.

be glad the bridge is still functional. there are approx. three dozen lift (or swing) bridges between sacto and the oakland estuary. the oldest was constructed approx. 1925. tower bridge was constr. in 1936. there are no plans to replace any of them.

I live in Rocklin also. I really don't like living in the city. Don't get me wrong, there's many good people in the city, and a lot of good people in Rocklin/Roseville, I just moved here from a significantly smaller city, and it's just too much here. Too many people, and outside of your social group, people are super rude to strangers, and there's no warmth in the city. I'm wayyyyy over living in a city.

One of 2 reason for it being raised. Either there is a certain time of day they allow boats to pass. Or somebody called and requested the bridge to be raised and maybe they did not show up. I have requested a bridge raising before in the Sacramento river delta when on a house boat. NDR

They light up the bridge with fireworks for the 4th n new-years. Old Town Sacramento is nice to visit holidays. As long as the festivities are shot up by local rival gangs. Bring a vest just in case.
