Persia in Ezekiel 38-39 is not this modern day Iran. Modern day Iran is part of Elam which is going to be destroyed in Jeremiah 49:34-39. The people of Elam get scattered into all nations but Yehovah says he will bring again the captivity of Elam during the latter days. This will lead to the formation of the new Persia that will fight against Israel in Ezekiel 38-39
