I have never heard any State Govt cabinet minister's family ending up in poverty. Once a fellow becomes a MLA even at State level, his next three generations are settled comfortably. This pretty much answers what happened to funds over the 7 decades since independence.

Sir, it would be useful if Top three and Bottom three states actual figures w.r.t. central pool of GST and state revenue collection from liquor and petrol are made available, maybe for 2 years running, to highlight how efficient/inefficient state finances are run. The drama of WB, Kerala,TN will be out in comparison to Gujarat, Maharashtra.

Its not freebies those are welfare scheme to the downtrodden which will and have uplifted them financially to a sound position . The reservation mechanism which is strictly implemented by the Tamil nadu has been very fruitfull mainly in the last three decades , most of the IT professional who all went to work in USA were from very small town and villages , these were all possible because of the welfare schemes to uplift the downtrodden .Tamil nadu government gave free bus pass, cycles , laptops , free education , free meals at school these were are all given to educate the poor to attain equality .

half of the GST amount is directly credited to the respective states. The central GST is again shared with the states . Suppose the breakup is 9+9 -18% , the 9 % is automatically credited to the respective state !

Direct taxes are also distributed in proportion to the state-wise collection. If a company or firm is registered in a particular state, that state gets a share out of the income tax collected from the entities registered in their states. Please verify.
