In the ToP he really wasn't ToP blue level, but atm he scales to ToP blue level due scaling with dbs: sh 18 in the manga, and she got strong as hell. This is because 17 was ToP blue level in manga, cuz he had power and speed to save golden frieza in ch. 40 and goku stated in ch. 42 that 17 was on their level (referring to goku, vegeta and frieza levels). Then later in ch. 60 and 62, 18 was shown equal in speed, power and durability to moro arc 17, which makes both dbs: sh krillin and 18 equal or above ToP blue forms.

Then in Superhero we learn that he never stopped training/ He surpassed Buu saga after the first few arcs of super and was training for much of it, he just really picked up after the Piccolo fight..

Yes, Saitama hasn't really been shown to have been noticeably injured before, ignoring some indicators that could have either been scratch marks or just marks, but he's also only been shown withstanding attacks from characters who are at best galaxy level, even ignoring that given manga logic it could have simply been their punches pushing the light away, but I won't get to much into that because either way it doesn't really matter. The strongest attack Saitama has received is maybe galaxy level. Roshi destroyed the moon in the middle of the OG dragon ball. Take super out of the equation, Krillin still slices Frieza's tail off, someone with a power level 11 times his own. Krillin then only gets stronger, and holds his own against a cell junior. Someone roughly as strong as a someone with the super Saiyan transformation. Ssj trunks and vegeta both also barely hold their own against them. Causing Krillin to roughly scale to them. Ssj Trunks and Vegeta both outscaled 2nd form cell, the 3rd strongest thing in the lore at that time between Cell, Goku and Gohan. Z Krillin obliterates anything in OPM except Saitama, Cosmic Garou and MAYBE blast. Add super into the equation, where he damages cell max, participates in the tournament of power, survives a kamehameha clash with an (admittedly) VERY suppressed SSJB Goku. Him even slightly staggering/overwhelming a base Goku stronger than that of a SSG Goku from BoG makes him fat stronger than anything Saitama has ever shown.

Honestly? I dont think krillin wins. Sure, he scales to universal but that doesnt mean anything to saitamas durability. Also, noting how krillin fights, saitama would already surpass krillin in strength the moment he throws his first punch! keep in mind: Saitamas durability is emence, so krillin cant simply snipe him. It would be an intresting battle, but i cant say for sure, im just taking in on what i know, and i know saitamas durability + his ability to grow stronger then his aponent within seconds.. Im NOT saying saitama has 100% chance, krillin fights randomly, we dont know if he goes with his full strength (which is unlikley) or if he goes easy to medium to hard. In dbz the energy blast are insanely more destructive than the characters using them are with their bare hands.
