U forgot that gengar prevents any supporter cards to be used. Mainly, koga.

he did forget to use water shuriken but you can't use supporter cards against gengar ex, his ability autoblocks it

he did forget to use water shuriken but gengar ex has an ability that blocks supporter cards, so koga is off the table. he kinda sped past it but he did say he wanted to koga but couldn't

Fun deck to use against Mewtoo. But can't seem to find the use of Koga.

Koga is there to mainly help you’re wheezing escape if it’s your starting card. As the game gets later it’ll be less helpful since it’s more than likely they’ll have a mon that can one shot wheezing.
