The reasons for the lack of any significant development of most of black Africa is simply due to the corruption by the people in power in those countries. For example, a lot of the money given to these countries for the purpose of development or aid money gets redirected and only a fraction of the money given for these projects gets to them. So many opposition leaders who get into power on an antl-corruption ticket end up doing the same.
