Sure since a single person can not do everything here i will give you rough Idea that where funds get used.. I will think you are game programmer.. So Game designs (Story, screen play, Rough outlook, Evo designs, Character desigs, gameplay mechanics, Combat system, Enemy details, character details, mission) Game art (Turning all those 2d designs in 3d modells, Texture them) Game programming..If you are working on medium scale game and don't wannna invest 6-8 yearrs in making that game.. you gonna hire more developers.. So their salaries too..

The problem is Indian game developers doesn't get support but they are capable of making triple AAA games, issues is funds and money that needs in the game... 15% of gamers in India are using Pc and rest of the percentage of games are on mobile. So, why they will invest in making bigger games in India. Also, Mobile games are easy to make and needs less efforts and gets big support.

The thing India lacks is story building, if u see other countries, they build world class stories and movies gets inspired from these stories like tomb raider, resident evil.. and Indian game developers gets inspired by the stories that alrdy exists like Hindu mythology, Indian movies. Mainly we are mostly copycats. That tag needs to be changed, then we are good to go. Thats my observation. No doubt all developers are not like that, but most are.. we copy names, stories and many more.. biggest example Fau-g , directly a copy from pubg with a twist of National sentiments.
