I don't get why the wire is so low. They can just cut it through the fence. They should put it at the top of the fence at a 45 degrees towards Mexico and then it's harder to get over and up the fence.

First off; it would mostly be SeaBees doing the construction. Second. That video is of a bunch of Marine Reservists showing up for training to be on TV. Our Engineers are actually trained in Welding. Those guys were trained back in the day but don't practice the trade. I was an Electronic Technician; but I learned and taught Welding after the Corps before I retired.

@peterolofsson9871 Body armor and Kevlar are referred to as PPE or personal protective equipment and are usually worn during all tasks that can cause injury. This also includes operating heavy equipment or transport vehicles. Most of the time when operating in public or anywhere with a lot of media coverage, Marines are ordered to remove magazine pouches and other tactical equipment besides an IFAK. It's usually done to make the Marines look less intimidating and is referred to as wearing your equipment "SLICK" which appears to be what these guys are doing currently. Not to mention they are support echelon troops and not ground infantry or combat arms.

It's a running joke that PPE often prevents you from doing the task at hand effectively. PPE - prevents proper engagement
