The answer is as follows: The example sentence you have mentioned is correct because in this place "to" is not used as part of "infinitive + verb". It is used as a preposition. The "ing" verb cannot be used if "to" is part of infinitive. This lesson explains that when "to" is used as part of infinitive verb, the "ing" verb cannot be used. When "to" is used as preposition, it needs an object. The object can be a Gerund as well. (Object is a noun. Gerund is a verb+ noun) Other examples when "to" is used as a preposition: 1. We are looking forward to meeting you. 2. That student has admitted to copying during the examination. 3. She objected to being questioned. 4. He said he would somehow get around to presenting the papers before the end of this week. This is a little bit of an advanced grammar.
