I think the point of Julian was more mirroring Damon and Stefan's abusive father by being an abusive POS himself instead of him just being a villain. I don't think he's meant to be the biggest and baddest villain. I do understand the criticism of the heretics not stopping him when they're more powerful. I also think they're loyal because they spent a century in solitary together and Lily found a way to get them free.
