Trash everywhere but no government officials to be seen. Rats are everywhere and come out of the drains and are spreading disease here to include bubonic plague. The Homeless Problem in America is now in most metropolitan areas and look no further than Hollywood, Burbank, Sun Valley Downtown and now expanding east and west. Sacramento, San Francisco all Major Cities in California are inflicted with this disease.

Homelessness is a dysfunctional economic system and the development of skid rows can only exist on the back of developed cities infrastructure (the countryside is a lot less forgiving to the poor which they tend to avoid). Benefits, charity, aid services and drug dealing provide the economic momentum to sustain these communities which then acts like a magnet for other people to such areas. It becomes a self sustaining and growing problem. The diversion of resources and costs to deal with the immediate situation cloud the issue but the only effective solution is to stop homelessness before it happens and then work the other issues including drug use systematically by targeted effort. Easily said but the political will needed is sadly lacking. God bless all the victims, rich and poor.

I live in Los Angeles. In fact I've lived in downtown for almost 40 years. There had always been a skid row. But it was confined to about 6 square blocks on the east side of DTLA. Overwhelmingly people with mental health and substance abuse issues. This was created by politicians. I remember hearing the news that day that the Mayor AND the city council ORDERED the police to leave the homeless alone. IOW DO NOT ENFORCE THE LAWS. This is part of the progressive ideology that "being homeless is not a crime", etc... It is no coincidence that this coincided with the legalization of Marijuana (what do you think drug dealers are going to do if it is legalized, become used car sales men??? No they just became respected business men, but are just as violent. and increase marijuana's potency). Add in the propositions that were deceptively mislabels that reduced felonies to misdemeanors and emptied the jails; NOW exacerbate it by claiming it is a housing problem and VOILA!!!! Here we are . The same happened in Seattle and New York. Don't tell me those people sleeping in tents mumbling to themselves are getting up to go to ANY job every day. We don't have this problem in Beverly hills, or Torrance or the San Gabriel Valley IN CALIFORNIA. Why because they are not progressives. They enforce the laws. The states politicians are falling over themselves to get money to build MORE housing making a lot of people rich. They spend BILLIONS and make 50- 100 units...for close to 100,000 homeless??? I know of non-profits (HOW IRONIC) that get contracts to help the homeless and HALF their budget (from the Government) goes to administrators. YEAH. The CEOs of these" NON-PROFITS" bring in 500k a year in salaries. Almost nothing goes to solving the problem. WE ALL KNOW THE SOLUTION!!!!. 99% are still mental health issues and substance addiction. Enforce the laws, arrest people that are clearly a danger to themselves and others and once in jail require drug rehab AND fund mental health institutions. The alternative is to bring in the military round them up. take them to camps in the Antelope valley or one of the deserts...OUR Military went to Afghanistan and in weeks built roads, schools hospitals etc... But NO ONE in progressive governments wants to solve this. Their priority is making sure you do not deadname(not calling someone their preferred pronoun) THAT will get action from Law enforcement with the backing of the City Mayor and Council IMMEDIATELY!!!!!

This is fixable through organization by engaging the peace corp or other motivated charitable organization to take on one city at a time to go in, organize and form groups on skid row to meet with groups of ‘directors,’ e.g. volunteers. Funnel those who need food into locations daily. Have each person do community service work to earn tickets redeemable for food, shelter, clothes, necessities. Assemble work needy groups to attend daily meetings to learn basics of skills needed for immediate employment. Create a placement center to get people placed in jobs, whatever level. Every need of each needy person is set up to be fulfilled on a merit basis. The logistics of facilities can be met by organized volunteers securing the fulfillment side of the equation. This is doable when some group(s) take the first step. Perhaps it’s local government who needs to adopt a plan after securing a commitment from the charitable organization who has the wherewithal to execute it. All it takes is one call to get a resolution in motion… .

The way to fix this is to become a more Socialist country... You can still have democracy, but you need more Social programs to help the down and out. Look at the European Social Democratic countries and see how much drug and homelessness they have. Not as much, but it's there however they people who would become like your skid row inhabitants, have systems created by the Government that help them. Every country should be judged by how it helps the people that would end up homeless, on the streets and on drugs. The USA is one huge fail on this level. The way it helps people who already have money is amazing... but when you don;t have anything, there's no way out for you.
