yes it is, if the products have more energy tan the reactants it is an endothermic reaction, meaning it takes more energy to break the bonds than it gains from forming new ones.

During water treatment you talk about adding flourine, but I was told that it's flouride added because apparently there's a difference and one of them would be toxic but now I'm confused as to which is added, can you help please?

Fluorine is toxic in high amounts, that's why people are concerned about it. I wouldn't say that it is healthy since our bodies only need fluorine in trace amounts.

i think it should be dividing the 20cm^3 by 1000 to make it 0.002dm^3 so dividing anywhere in the equation has the same effect on the result

Yes it will go up, peak, then come down but it the products will be higher than the reactants in an endothermic reaction. It's really confusing, I barely get it myself.
