The song is the theme of "Pinkie and the Brain" (the two white mice at the end being Pinkie and the Brain), the guy talking at the end is MasakoX who voices Goku and Gohan in DBZA.

The biomen basically just look like the saibamen that Nappa planted, so TFS went with the gag. And because they were basically saibamen, they NEEDED to kill Yamcha, which is basically all the saibamen did in the series.
