Japan can consider getting some immigrants from outside to help with reproduction. Immigrants will not have fear of reproducing since they will be living a better life, unlike the Japanese who see it as declining. However Japanese may have paranoia about foreigners, which is a problem.

Japan's population will level off eventually, no one wants to become another Europe.

No! Japan is better to maintain their culture. Import immigrants from poor countries then it will start the decay of such a disciplined, peaceful and clean country. Just look at Europe now. Too many terrorist attacks.
