I would say the 1990 New england patriots because of how bad their season off and on the field and their point differential was -265 while the 2017 browns only had a -176 point differential

This offensive low production would be excusable if they let you hit quarterback ms or even tackle them hard, or if you could bash receivers over the middle. So it’s easier for the qbs and they still suck relative to the quarterbacks who came before them and had it harder or tougher I’d say
