Two minor gripes: yes, you could size down store bought pieces but that could result in disproportional areas such as the rise on pants being too low or arms on a jacket being too tight as well as general discomfort, which clashes with your point that dressing well should be comfortable. Regarding that, a lightweight, linen-y "Italian" look may not always be the desired aestetic, for eg. British tailoring is based on a very structured, broad shouldered appearance. Keep in mind it gets cold in the UK, so a thick fabric and lots of padding isn't necessarily uncomfortable.
