Well is a little more complicated than that since even through both his parents are mutants he was born a regular human and he thinks his parents rejected them because because of this. There's also another villain called Feilong which a similar backstory, he is also the human son of a mutant couple but this time his parents aren't villains and they actually raised him but he grew up resenting the fact that he wasn't a mutant and when he grew up he experimented on himself to gain super powers.
