I’d recommend switching game mode to the main story chapters, which will load Metropolis as it was before the new season. Try scanning the riddle that way.

Try switching to the main story chapters so you’re gonna find the building before it morphed into the Clock Tower.

Okay, I switched to the main story chapters and found the building. But it won't say the riddle is solved after I scanned.
