Hey there! Great question. The deadlines for top policy schools like Harvard Kennedy School and Columbia SIPA are usually in early January. If possible, start working on your applicant profile (e.g. GRE scores) as early as possible. The essay prompts are usually released by September. Therefore, the latest you should start working on the application is September or October of your senior year of college (and earlier is even better). After you submit your application in early December, you'll gain access to the financial aid application, which is usually due in January. Are you saying that any type of rejection counts against your 3 chances? So, even if Harvard Kennedy knows you applied to the wrong program, such as when you have 9 years of experience, that still counts again you?

You can apply to a particular degree program at HKS 3 times. Therefore, if you applied to the wrong degree program, simply apply to the correct degree program in a following application year. For the mid career MPA arw there any scholarships

Yes, there are lots of scholarships for the Mid-Career MPA! We have clients every year who receive full scholarships to Harvard Kennedy School as Mid-Career MPA (MC/MPA) applicants. The scholarships are primarily from the Center for Public Leadership (CPL) at Harvard Kennedy School.
