That's because the track is wider so it doesn't seen fast if you go drive at Nürburgring for exempla the SRT will feel way faster also idk why but in first person it's really better to feel the sens of speed than in 3rd In GT, also I bought the game and I stopped playing literally because of the lack of speed

Driving fast in Prostreet is really easy, I rarely crash on speed challenges since fine tuning your car and using a FFB racing wheels to feel how the car is reacting on the road is the key to win almost every time.

The Regera in NFS Payback can actually reach a topspeed of 439km/h (272mph), you just need it in drag class, get a speed bonus on every speedcard and set it in the live tuning to topspeed. And use your nos of course.

I think most games tone down the camera intentionally so the player has more control over the car. More people would be up in arms if they crashed everytime they broke 200mph because of excessive camera shake or fluctuating FOVs.

Personally, the most important thing when it came to sense of speed is still how they utilize the camera FOV along with the motion blur implementation. After the camera, environment is another important aspect for sense of speed, I found narrower environment such as tunnels make you feel much faster compared to wide and open road.
