So we gotta get rid of this bad hombre". 911 taught them there were unknown unknowns, where previously they only considered known unknowns.

At first, the “just because we’ve seen it or not doesn’t mean it hasn’t happened” - paired with the laughter - reminded me of that press conference 20 years ago where Rumsfeld said “there are things we know, things we don’t know, and things we don’t know we don’t know” … until I thought about it for a moment. These two statements - as ridiculous as they sound on first listen - they actually DO make sense. Maybe I’m just slow and didn’t realize that before? Maybe everyone else already knows that?

known unknowns and unknown unknowns is a legitimate way of categorizing. If you're doing anything like a SWOT analysis or Emergency Management then these are something needing to be addressed. The term for unknown unknowns is generally "Black Swans." If he had simply said Black Swans not unknown unknowns then it would not have been a big deal. I assume he likely just blanked on the term. It is still funny but it's not as bad as everyone made it out to be.

I think the VP basically just helps the president get their message out but yeah they don't have much power to do anything. That's kind of the point as it would make the office of the president less powerful. This reminds me of Isaac Asimov's "Foundation" series. In one of the original trilogy books, there was a political speech or tract (it has been a while) that was analyzed by the psychohistorians. By the time they finished the analysis, this political manifesto that had been quite well received by the public was found to absolutely nothing. Everything was either overly vague or cancelled out.
