Not all x16 PCIe slots have the same configuration and thus bandwidth. Different lane configuration, primary/secondary slots & PCIe version. Generally, the slot closest to the Cpu is the fastest and the one for your GPU. FYI, NVMe slots have similar restrictions.

Looks like a workstation board which would generally have more than one slot capable of the full x16 at the full speed.

The thing to remember with regards to the front case wiring is that it really doesn't matter. Reset and power just short the + and -, so they can go either way around, it's only the LEDs that actually matter. Everything else is keyed when it comes to USB ports, etc...

That type of USB3 connector is vile. It's easy to bend pins if you don't align it just right and it's quite common to pull the entire thing out when removing it.

dam me being a pc teck i would remove it . then find a donor board and replace pci-e slot

NZ fix or Scot does tech? Yeah the usb3 port does that had to glue mine down with hot glue and file some of the plastic off the connection
