For Kirby, to clarify what Kyle means: -His explanation of the 22nd World Martial Arts Tournament... is actually entirely correct. Kudos to you, Kyle. -Tien being a "bad guy" is a bit disingenuous. He was certainly an antagonist, for sure though. He and Chaiotzu were students for the rival Martial Arts school to Master Roshi, the Crane School. Unlike everyone's favorite Turtle Hermit, the Crane School's teacher was a lot more unscrupulous with his teachings. Tien in particular idolized the assassin-for-hire Mercenary Tao, who had recently been beaten by Goku after he kicked a grenade in his face. Tien entered the 22nd WMA for revenge. But aside from breaking poor Yamcha's leg (in an admittedly brutal scene), he doesn't really commit any villainous acts. Even though he won in the end via technicality, Goku's good nature won him over in the end, and they've been friends ever since. -Piccolo being a bad guy is mostly in reference to his father, Piccolo Daimo (Demon King Piccolo). In short, so Kami could become Guardian of Earth, he expelled all the evil in his being, which took form and became Demon King Piccolo. He was sealed away but released by the Pilaf Gang after the 22nd Martial Arts Tournament. After a long struggle, Goku managed to win by IMPALING PICCOLO WITH HIS ENTIRE BODY. In a last ditch effort, King Piccolo spat out an egg containing his "son"/reincarnation of sorts. This would later be known as Piccolo Junior, AKA the Piccolo we know today. He entered the 23rd World Martial Arts Tournament in order to , you guessed it, get revenge on Goku for killing his father. Unlike Tien however, he was ACTUALLY evil. After a long struggle, Goku eventually wins the day. He actually gives the dying Piccolo a Senzu Bean, in hopes he will return to fight Goku again someday. Baffled by this act of kindness from his supposed nemesis, he flies off to lick his wounds and get stronger. This would mark the end of the arc, and the start of Dragon Ball Z, and you know how things go from there.

In the original the bug monitored for much longer (Goku's return to Earth a few episodes back if I remember rightly), but here it was destroyed during the Saiyan attack. During the Saiyan attack they had power levels in the 03-20k range, so it then doesn't make sense that Gero would create Androids that were in the 100+ million range in response. It should have been total overkill. Obviously, logic aside, you have to have power creep in these things so the Androids had to be tougher than Frieza and what comes next (no spoilers) has to be tougher again, but when did logic matter in a show about flying aliens who can bench-press planets.

@@robd9413 If I remember correctly, Gero stopped monitoring Gokū after the battle with Vegeta, as he believed he had enough data to estimate not only Gokū's current strength, but his future strength as well. The insect bots that analyzed Trunks' Super Saiyajin and collected DNA samples from Freeza and Cold, were sent out by the Super Computer that Gero used to automate Cell's development. This is why Gero was still unfamiliar with the Super Saiyajin technique, the bot that saw it happen wasn't one sent by him, but by the Super Computer. Gero was under the impression that Cell would take decades to complete, and considering the larval form he is in when Kuririn and Trunks kill him, he was likely correct. He had no reason to check on Cell's progress (and he was a bit preoccupied building Android 19 and 20), or any of the data the computer had compiled in the meantime. Also, "Power Levels" are based on how much Ki the person possesses, and since the Cyborgs don't have Ki, it is inaccurate to say they have 100M+ power levels. Gero's goal was simply to create the strongest artificial lifeforms he could with the goal of eliminating Gokū, I don't think he was aiming for a particular power level. Additionally, we aren't even sure that Gero knows what a numerical power level actually is, since he never got his hands on a scouter. The concept of numerical power levels is also deeply flawed, as displayed during the Saiyan and Namek Sagas, where the enemy was so focused on the number itself that they overlooked any other factor. In other words, Gero probably figured it was better to overkill than underkill.

So 19 is actually an android (purely mechanical) while Gero is basically just his brain and the rest is all mechanical so he can be considered either a cyborg or android both are technically correct. 17 and 18 are actual cyborgs though since they still have their organic bodies but they've been cybernetically enhanced.

Actually almost all the z fighters were antagonists during original dragon ball Krillin considered Goku a rival before considering him a friend. Yamcha starts as the antagonist of his introductory arc. Tien and Chiaotzu were rivals for Goku and Krillin respectively and Piccolo was basically born with the intent to kill Goku. Honestly the only ones to join the z fighters without something akin to a villain introduction are second generation fighters like Gohan and Trunks.
