Rubber tire cement! and MORE filing with the hand tool. No burrs.

Not as easy as it looks. Pushing the plug in is very hard.

If you have one available, use a power drill with drill bit slightly bigger than the reemer tool, to clean out the hole.. Lots of the rubber cement to lube the plug and position the tire so you can get leverage to push the plug in.. Sometimes twisting the plug as your pushing in can help..

Ah... I wouldn't fix that tire... that tire needs to be replaced.
