Absentee voting, ballots and mail in ballots are two very different things. Mail in ballots have been proven to be full of corruption. Several European countries have outlawed it because of that, and yet we just embraced it.

Does “the state” mean the legislative body or just anyone in government within that state can change the voting rights and laws?

It’s absurd to let states control how federal elections are conducted while the federal government intervenes in nearly every other aspect of state governance. It should've been the other way round.
