I dont think it's underrated. If you're a great player like Handler, the uzi is good. For most of us regular folks who miss shots, that fire rate with a 4 shot to kill isn't good against guns like the hrm 9 or most other smgs

I tend to prefer 150 health, just because that amount makes it easier to balance battle rifles, marksman rifles, and shotguns. But I can see the appeal of 100 health to make 1 shot weapons less oppressive, and usually creates and AR/SMG meta.
