When Jiraiya needed time to go into sage mode the toad stalling for him fought to the brink of death until Jiraiya finally returned him to Mt. Myoboku. I really have no clue why they let this character fade. He should been linked with Konahamaru eventually which honestly would have made his character so much more interesting. I could see him summoning him often and really being in sync finding a way to be a lot more prominent of a Shinobi and gave him a piece of the story actually in Boruto instead of being a throwaway character when they definitely advertised in Shippuden he was going to become a prominent role in the future much like Naruto. It's a shame.

I think it really depends on the summoning contracts and the animals themselves. to recap: the Summoning jutsu is a teleportation jutsu to call forth a familiar (animal) that the summoner made a blood pact with (hence why blood is always used to perform the jutsu). However, the blood pact does not mean that the animals will follow summoner's orders. Great examples would be: - Naruto's first summoning of Gama Bunta. - Orochimaru summoning Manda when fighting against Jiraiya & Tsunade. (Manda demands 100 human sacrifices after the fight, and Kabuto is afraid that Manda turn on Orochimaru if he finds out that Orochimaru is vastly weakened) Here's the difference: On one hand, the Sannin summonings all seem to have their own clan/tribes (except Katsuya, in which the summoning is basically about how much of Katsuya is being summoned), and is contracted the entire clan/tribe to any summoner who made the contract. Hence, Naruto & Jiraiya can summon any member from the clan: from GamaBunta, GamaKichi, to Tadpole-chan. these summons are more like allies/mercenaries and are not affiliated to the Leaf. On the other hand, Enma/Sarutobi, Ninja hounds / Kakashi, & Turtle/Guy seem to be stuck with those combinations. And with no further indication of any animal clans/tribes or other summoners, (edit: Enma seems to be connected to Enra in Boruto) I speculate that they're more pets/partners/comrades like Kiba/Akamaru (except that the Inuzuka Clan is extremely connected with their canine partners, that the summoning contract is practically unnecessary), as well as their contracts are personalized (AKA tied to those particular summoners ONLY). They trained and worked together for so long that they are practically affiliated with the Leaf village, Hence the Headbands. Edit: Didn't watch Boruto, so didn't know that that Konohamaru can summon a monkey called Enra. Meaning that Enma may have his own clan/tribe but were ONLY close to the Sarutobi Clan.
