Back then the manga was way ahead of the series. Keep that in mind. The only reason it's slow is bc Toei won't allow some arc distance between the manga and the anime. Wano is still going and the series is just now getting to it. There should always be a minimum of at least two arcs away at all times.

The amount of power drain is based on the amount of immersion within the water. It's never explicitly quantified, but we've seen devil fruit users in ankle or shin deep water without seemingly any negative effect, so that probably wasn't affecting Aokiji here. To freeze a sheet of water that thick between multiple islands to create a land bridge is ludicrous though. His power output, or I guess power consumption if you think about it, is frankly way too much for him to have lost as many fights as he has lol.

They explained it in the story a lot of times and in SBS too. A touch of water won't nullify the power of the devil fruit. Taking a bath won't do either. Standing in the rain or get hit by the wave only also won't make them weak. Only if they are submerged in water (not just the sea, but lake and river), they will become weak, be unable to move and maybe lose their power. Aokiji will be fine if he touch the water, or in this case, a wave or two did not harm him. He is a special case too. In Marineford arc, he fell into the water but before his body touched the water, he froze the entire sea and drop on that ice to avoid contact with the water. Fishman and mermaid devil fruit user will lose their devil fruit ability and ability to move if they are submerged in the water too but they can still breathe and stay alive. Like Vander Decken IX and Jack.
