Depending on where you consider it to be the neck it's basically the same thing. You need some conditions like the spinal chord at that part isn't removed because it contains the breathing center and without it you'd just stop breathing. Edit for context that's the reason breaking your neck is deadly. The second vertebra is connected to the first one at the front via a so called tooth (dens axis) and drops/pushes into the spinal cord at the point if the ligaments holding it in place snap. Most of the time you don't need to break a bone to die. Sometimes it does and if you survive they have to reattach it with screws via surgery through your mouth. Fun facts and all that. Edit number 2, I remembered that the moto neuron for the diaphragm starts at the C4 segment of the spine meaning the nerve that innervates the main breathing muscles starts in the neck too. Most of the arm neurons too so no more gaming either. You get the gist.

in the beginning of each round, people are given a prompt and 8 options then they rank the options according to the prompt. first round is just pick top 3, second round is pick 2nd, 3rd and 4th, and in the final round you pick options in exact reverse order so you go from 8th to 7th to 6th etc.
