That’s why it’s first used with Kazuya’s perfect electric combo because it is a high skill, high damage combo. I could be wrong but that’s how I interpreted it

It's because he did a heat burst and a heat dash in the same combo, which puts the opponent into a grounded "heat flop" (that's what the community is calling it anyway) kind of state. Since he can pick up with a move that breaks the floor, it resets the combo pushback since the opponent was technically grounded. At least, that's my theory on it.
