Yep, it was. The movie was supposed to be a theatrical release, but due to horrible test screenings New Line Cinema dumped the $35 million film on video! The reason why Whoopi signed on was because originally the film was supposed to be a futuristic sci-fi action film for adults. For some reason, the director rewrote it into a kid's movie. That's why Whoopi wanted out. Google Blake Harris' article about the behind the scenes history of this movie.
