This upbeat R&B dance music started getting more and more popular as disco was winding down. Skating rinks and teen clubs, house parties started becoming more popular....the music and vibe is coming from "Studio 54" vibe that was spreading across the country, thanks to movies like Saturday Night Fever and then Beatstreet/Breakin'.... Alot of the producers of this genre of music were old disco DJ's, and Jimmy Jam and Terry Lewis, who were originally working for Prince/The Time.
