Regarding Jeanine Anez: The same could have been said of the Philippines’ Gloria Arroyo. Not really a dictator, anyway. The word a lot of people are thinking of is actually “tyrant,” someone who usurped power illegally (or merely perceived). A figurehead is not always a dictator, but a puppet.
