NRIC alone is not sensitive but unique, but with unique identifier, it can point to different information in different database. Hence for scammer, hackers to have NRIC they would be able to uncover name, address, contact number, investment portfolio, banking info, singpass etc etc. This would definitely make scamming and terrorist activities alot easier.

An NRIC itself may not be inherently sensitive, but making it easy to obtain someone's full NRIC or freely providing/collecting it without proper safeguards creates a serious issue. It simplifies the work for hackers or malicious actors who might use it as part of their attack strategies. Another problem arises when people mistakenly treat the NRIC as sensitive and organizations misuse it as the sole or only method of authentication.

You are wrong in a big way! ACRA is regulatory. Is related to government. There must be gov approval for their policies and by gov, it means a human is actually responsible for the approval . Many got fooled to think it's ACRA. ACRA is not a human. It's a name of an entity. The Person approving the policy is the one responsible

Fundamentally, its an issue of privacy and potential risk exposure. They shd not centre their apology and press conference around technicalities, demarcating identifier vs authenticator. While the latter demarcation may be possible in the digital realm, NRIC carries both identification and implied authentication highly pervasive in non-digital interactions, otherwise whats the point of holding an ID. Apart from the lapse, this fiasco illuminates a much broader issue that the ministers are too binaristic and dearth strategic-minded in their policy planning based on singular lens of digital development, missing fundamental, overaching governing principle and failure to connect the dots. Public trust is eroding, fiasco one after another.

I think i kind of understand why the unmasking of NRIC in term of IT perspective. NRIC is commonly used in applying a lot of stuffs. For example, application for membership, lucky draw and lot of other stuffs. The exposure of NRIC is now commonly store in various organizations. The false sense of security come into play when people decided to use it as their log in password, which is not encourage. Ultimately, we have to relay proper authentication method to protect ourselves. However, I think their approach is too 1 dimension, fail to understand how social engineering work. A single data information collected is meaningless (e.g NRIC alone), but a string of information (e.g NRIC, Phone, Address and so on) will provide the necessary building block to run a sophisticated social engineering to attack a target. Didn't we have 1 Singaporean being arrested in US by scamming many Millions $ of bitcoin by using some social engineering method? Furthermore, they argue that using some algo will remove the effectiveness of masking NRIC. With that same approach should we start to leave our doors unlocked, since there are available tools to make a break in? Will locking our doors cause a false sense of security?

People need to feel secure. As protector of the people, everything has to revolve around that sense of safety and security. Everything has to be built with that as a premise, a mission. If we had set the system up for that, the policies and its system will flow naturally. The need to explain, if there is a hiccup, will be noted in the gaps in procedures and instructions. This is the explanation, which should easily come about and be resolved because there is a clear framework for identifying failures and their sources. This is how a good system works - with risk management clauses built into it. As an organisation which manages sensitive information about corporations, what does ACRA's SOP Manual and its risk management measures say about such incidents when they occur?

I would like to clarify that while I was in public service, PDPA, especially with regards to NRIC was uphold. We were not allowed to use the NRIC as freely as PJ describes in this podcast. Otherwise, a lapse is a lapse. Just admit it.

I would like to add to the comment here too , i think this sudden policy change was not too being fair to companies that had practiced of pdpa protection of their customers personal data. i believe some companies had already being sued or fined expensively by violation or breaching. So , all those fines went for nothing ? Oh well Since govt now saying that IC is not sensitive and can be just for as identification but not as authenticator

The issue is not that NRIC is displayable but the website allowed anyone to find out the FULL NRIC and names of business people registered with the regulator. Of course eg. Schools have nric of students. The issue is not entities having nric numbers when the purpose is valid. The issue is when without valid reason, anyone could access the data of those in ACRA database. Many could not discern what is the issue.
